TVL is the Dutch government’s fixed-cost compensation scheme and the successor of the TOGS scheme, which offered one-off compensation for fixed charges (of a non-staffing cost nature) to entrepreneurs in COVID‑19 affected business sectors. The target audience has remained the same. The TVL scheme is available to entrepreneurs having suffered a sales drop-off in excess of 30 percent whose four-monthly fixed costs amount to 4,000 euros or more. The sales drop-off is calculated by comparing sales over the period covered by the compensation scheme with the same period one year earlier. TVL compensation is capped at 50 percent of fixed costs and currently ranges between 1,000 and 50,000 euros depending on the particulars of the applicant.
According to the Netherlands Enterprise Agency’s web site, it has been possible for intermediaries from the first of September 2020 onwards to file TVL applications on behalf of their business clients. TVL application – which is done digitally by logging on to the designated portal at mijn.rvo.nl using either eRecognition level 1 (or higher) or DigiD – remains open until 5.00 p.m. on Friday, 30 October 2020.
